Call to Action: U.S. Navy Carrier Strike Force 11 Encounters Unknowns on November 14, 2004 near San Diego – Part 3/3

Editor’s note: This is the final entry for Robert Powell’s three part series regarding a UFO encounter by the US Navy. Here are links to Part I and Part II.

In Part I of this series I told you about an amazing UFO encounter that occurred between the USS Nimitz, USS Princeton, an E-2C airborne early warning aircraft, four Navy F-18 Super Hornets and a Marine F-18. In Part II I told you about emails that I received from the Navy JAG where a Marine Lt Colonel and a Major confirmed that they were aware of this UFO encounter as were at least seven other Navy and Marine officers. Now in Part III I will explain how you can help and make a difference. This is your chance to pressure your congressman to investigate this incident. If everyone acts together, there is a reasonable chance that the U.S. Senate Committee on Armed Services will ask for a debriefing on the incident.

The Senate Armed Service Committee is the congressional organization that would receive a debriefing and this is why we are also sending a letter to John McCain who is the Chairman of this committee. The four steps below will guide you. The letter to your congressman has already been written and the wording of the letter has been carefully chosen to provide the best chance at success.

Step 1 – Share/forward this information with all of your friends that are interested in a solution to the UFO phenomenon. This is the most important action that you can take. Let’s get thousands of letters sent!

U.S. Navy Carrier Strike Force 11 Encounters Unknowns on November 14, 2004 near San Diego – Part 2/3

Editor’s note: This is the second part of a series regarding Robert Powell’s investigation of this case. Part I, along with alleged video of the event, can be found here.

In December 2016 I submitted nine different Freedom of Information Act (FOIA) requests to the Navy and the Marines in an effort to establish whether the information on the UFO encounter that I discussed in Part I was real. Here is a link to one of the actual FOIA requests for those that like to see the details click here.

Notice that I never used the term “UFO” in the request as this lessens the likelihood of success because of the negative connotations with the use of that word. This type of FOIA request was made for five different Navy assets that were involved in this incident; a nuclear aircraft carrier, the USS Nimitz; a guided missile cruiser, the USS Princeton; an F-18 part of a Marine Fighter Attack Squadron (VMFA-232); two to four F-18 Super Hornets from a Navy Fighter Attack Squadron (VFA-41); and a carrier based airborne early warning aircraft (an E-2C from VAW-117). Requests were sent to Naval Intelligence, Chief of Naval Operations, U.S. Marines Pacific, U.S. Pacific Fleet, Naval Research, Naval Surface Forces in the Pacific, Naval Air Warfare Center, Naval Facilities, Naval Sea Systems Command, and Naval History.

By April of 2017 I had received replies on all nine of my requests for information. In every case the Navy replied that they had no information responsive to my request. I appealed two of what I considered the most important of the nine FOIAs to the Navy’s Judge Advocate General (JAG). The first appeal came back denied. In the second appeal, I pointed out to the Navy JAG officers that another appeal denial would would indicate that on November 14, 2004, that they had no records on five different Navy assets. I copied my senators and congressman on my appeal. This time I had success. Although the Navy again indicated that they could find no documents, this time they provided me emails with some very interesting information that establishes the encounter with the unknown craft did occur.

Remember in Part I of this story that the F-18 pilot referred to the objects encountered as resembling the oval candy known as “tic tacs.” JAG provided me an email they received from a Marine Lieutenant Colonel that began as follows: “I am definitely aware of the ‘flying tic tac’! We were aboard the USS Nimitz attached to CVW-11. The CO of VFA-41, CDR Fravor had the video footage on his ATFLIR and several pilots in VMFA-232 saw the video.” Bingo! Not only did this event happen, the video was witnessed by a number of Navy and Marine officers. Is the video the same one that was leaked to the internet? We can’t know for certain but I think if the Navy has done their due diligence then they still have a copy of that video.

And then a second email was provided to me by JAG from a Marine Major. In that email he states, “MAG-11 (Marine Air Group 11) Operations should have a Point of Contact at the archive to facilitate recovery of these files.” This clearly indicates that the Major would expect the Marine archival group to have copies of these records. And would it not be reasonable to expect that the Navy would have the records archived of such an extraordinary event!

In total, I have the names of nine different Marine and Navy officers who either participated in the encounter with the unknown craft or have direct knowledge of the event. I will again appeal for the actual case files but the only way to really get to the bottom of this mystery is to ask a Congressional subcommittee to get involved. Scientific Coalition for Ufology

An organization of scientists, former military and law enforcement officials and other professionals hope to bring science to bear in the search for answers to the UFO mystery.

      The Scientific Coalition for Ufology (SCU) is formally launching today (October 27, 2017 and hopes to bring the discipline and rigor of scientific analysis to the study of Unidentified Aerial Phenomena (UAPs), also known as Unidentified Flying Objects (UFOs). A group of scientists, former military and law enforcement officials and other professionals, many of whom have decades of experience looking into UAPs, believe there are many unanswered questions, and that a serious examination is warranted.

“SCU is composed of serious, dedicated, researchers who do not merely gloss over this subject, but rather they dive into it, investigate it broadly, remain objective and apply the scientific method and its principles to the study,” explained SCU board member Rich Hoffman. “We seek to have formal peer reviewed works being printed in journals, not tabloids.”

Hoffman is an IT professional and a senior engineer at U.S. Army Materiel Command. He has been researching UAPs since 1964.

Fellow board member Robert Powell explains why he feels an organization such as the SCU is necessary: “It is important that there exists a scientific organization that examines the UFO phenomenon in a scientific and open minded manner. There is too much silliness associated with this topic when the core reality of the phenomenon has potentially real implications for society. An organization that can be trusted to provide the media with an impartial and scientific view of the phenomenon is needed.”

UFOs Over Nuclear Bases and the Paul Bennewitz Affair

Robert Hastings recently posted an essay that intertwines these two familiar UFO research topics: UFOs Filmed Hovering Over U.S. Air Force Nuclear Weapons Storage Area: Important New Revelations about the Paul Bennewitz Affair.

The connection? In a sentence: “. . . Bennewitz became a casualty of the Air Force’s determined efforts to direct attention away from the real story—repeated UFO incursions at the Manzano nukes storage site—evidence of which he had captured on film.”

Unacknowledged Aviation – Early Stealth Concepts Revealed

This article highlights three previously unknown military aircraft programs that originated in the early 1970s. Two of these programs utilized elements of stealth technology, which have been incorporated into modern low-observable aircraft and unmanned aerial vehicles. The third program brings to light a single-seat high-performance attack aircraft that used swing wings and angled sides to reduce its radar cross section (RCS). The drawings included in this article are based on original sketches provided by the senior project design engineers who worked on the programs. Although these historically significant aircraft programs were never built, they were officially funded by the U.S. government and are presented here to the general public for the very first time.

Silent Night

During the early years of the Vietnam War, American forces, flying F-4, F-100, and F-105 fighter/bomber aircraft, were experiencing heavy losses due to Soviet surface-to-air-missile sites and anti-aircraft artillery. In an effort to reverse this deadly trend, the Office of Naval Research proposed a feasibility research study to explore a low-RCS “stealth” attack aircraft that could neutralize these threats. The aircraft was specifically designed to address four important areas of stealth, which included, radar, infrared, acoustic, and visual. The government-funded program ran from 1971 to 1973. In February 1972, North American Aviation submitted a proposal for a naval attack aircraft referred to as “Silent Night.” The craft featured a tailless flying-wing configuration and a crew of two. The pilots sat side-by-side, although later variants included tandem seating. An asymmetrical canopy widow helped the weapons officer to identify targets.. Provisions for carrier operations included folding wings and a standard tail-hook with a pop up dorsal fin for directional stability.

To reduce the RCS, the Silent Night’s four-foot diameter twin-pack turbo-shaft-driven ducted fan engine was buried deep inside the body of the craft, with a single air-intake overhead. The craft featured tricycle landing gear, with provisions for either two AGM-65 Maverick surface-to-air missiles, or two AGM-78 standard anti-radiation missiles. A single Ka band mapping radar was located in its nose, which fed data to a 5” by 7” CRT screen. Silent Night had a wingspan of 70.71 feet and an overall length of 45.46 feet. Enthusiasts who follow the development of stealth aircraft will recall that Lockheed’s “Have Blue” prototype made its first flight on December 1, 1977 at Area-51. Although Silent Night was never built, North American Aviation’s concept predates Lockheed’s prototype by approximately three years, making it one of the very first government-funded stealth aircraft programs.

Flying Banana

The so-called “Flying Banana” was one of the first stealth aircraft programs to utilize smooth contouring along with twin-canted vertical stabilizers. The craft featured tricycle landing gear and a twin-pack turbo-shaft-driven four-foot diameter ducted fan for propulsion. Wing control surfaces were designed to be smoothly deflecting and seamless by the use of piezo-electric actuators. Use of off-the-shelf components to keeps costs down included a canopy from a Fury jet aircraft. The Flying Banana featured a wing span of 40 feet, and a length of 38 feet. The mission for the Flying Banana was defined as “low observable light attack” with an internal weapons bay.

Surprise Fighter

The “Surprise Fighter” was designed so that the wings could fold completely under the fuselage, like a stealth missile. In this configuration, lift for high speed flight (subsonic .95 Mach number) was provided by the shape of the fuselage. The craft featured a single overhead air-intake that fed a modified turbofan engine by way of an S-shaped duct. The flat-plate fuselage sides were angled in at 10 degrees to reduce the RCS. To reduce the infrared signature of the craft, an infrared suppression system was used, along with the mixing of outside cold air with the exhaust. A specially configured diffuser was used inside the exhaust port to prevent enemy radar from seeing the turbine blades from behind. The specific mission for the Surprise Fighter is still classified to this day, as are the RCS pole testing results per comments made by the senior project design engineer.

(Due to the classification level of stealth technology during the early 1970s, very little additional technical information regarding payload and range was available for the Flying Banana and Surprise Fighter programs. A detailed Freedom of Information Act request dated October 13, 2010 to the Office of Naval Research has gone unanswered as of this magazine’s publication date.)

Military Jet Chases UFO Report Witnesses - Joshua Tree 5-21-17

     A California witness at Landers reported that a group of people at a UFO conference watched and videotaped a military jet “chasing” two lights sources that may have been two independent objects, according to testimony in Case 84123 from the Mutual UFO Network (MUFON) witness reporting database.

The sighting occurred about 10 p.m. on May 21, 2017, at the conference in Joshua Tree, CA, that included one participant shooting video with night vision goggles.

“Luckily one of my participants caught this and many of our other sightings (from all three nights no less), with his black-and-white night vision video camera,” the witness stated. “His additional footage of some of the other incredible sightings will be posted at a future date once they are compiled.”

The witness described the event.

“At just before 10 p.m. (did not note exact time), some of my participants and I saw a large, amber-colored light low to the horizon just behind Giant Rock from where my whole group of about 50-plus people were gathered and using 15 pair of night vision goggles. A contingency of about 20 of us ran to get a better view of it. To the naked eye it appeared to be a large, orangish (amber) light, that, quoting some of the 20 people; ‘flew like a bumble bee.’”

One of the guests had a good look.

“One guest came running with a pair of the goggles in hand and got a good look at it. She said that through the goggles it looked like ‘a large diamond-shaped UFO.’ She drew a picture of it, attached here. This object then flew behind a small hill right behind the entire Sky Watch larger group. As those of us who ran off walked back to join the others, three military jets flew over in the direction of the object now gone from sight behind the hill. Some of us commented that if they were following it, meaning the jets, they were a few minutes too late.”

The group then heard the sound of a low flying jet from behind the hill.

“Suddenly clearing the top of the hill and right over our heads, came a very fast military jet chasing a faster, large, red-glowing light. The military jet had both red and white blinking strobe lights and glowing afterburners and was very loud as it flew directly above our heads. The large red light had no blinking lights and no sound at all. It became clear to all 50-plus witnesses, this was no jet. Those folks present who looked with the aid of the goggles said they were seeing either two lights, or one object with two light sources on it.”

Documentary About UFOs Over US Nuclear Bases Now on Amazon Prime

This film documentary is about UFO incidents involving multiple military witnesses at U.S. nuclear weapons facilities. It is based on the research of Robert Hastings, one of the serious people in ufology. The documentary — widely praised for the quality of the research behind it — has been out for a while and is only now available on Amazon Prime.

The content of the documentary is serious material whether one agrees with any conclusions drawn or not. Cases involving prolonged, dramatic UFO encounters over some of the nation’s most sensitive nuclear bases have only come to light after de-classification. Many of the principals involved in the incidents are still alive and have provided detailed testimony of the events in addition to documentation obtained after de-classification. Prior to the documentary Hastings chronicled this evidence in a lengthy book UFOs and Nukes: Extraordinary Encounters at Nuclear Weapons Sites.

Military Reporting Channel For UFO Incidents? OPREP-3

– Part 1 –

     While going through the officially declassified and release that relate to the spooky 1975 US/Canadian border Northern Tier “over flights”, as well as other 1970’s–era UFO cases, I noticed a specific term repeatedly appearing in the documents that piqued my interest. The term was “OPREP–3”, and it was sometimes followed by other terms like “PINNACLE”, “BEELINE” or “NAVY BLUE”. Upon further study of statements of American military doctrine – both old and new – it became quickly apparent that these terms refer to a specific type of “operational reporting” system used by the US Armed Force. “OPREP”

means “Operational Report”, and “3” refers to a category meaning “Serious Event/Serious Incident”. There are dozens of available publications that detail the OPREP–3 process. One such publication, promulgated by the Chairman of the Joint Chiefs of Staff (CJCS), is an Instruction dated 1st of December, 1993, titled Joint Reporting Structure Event and Incident Reports. Page 1 establishes:

“The OPREP–3 reporting system… …is used by military units at any level of command to report significant events and incidents to the highest levels of command.”

Another publication, titled Air Force Instruction 10–206 Operational Reporting (AFI 10–206), and promulgated by the Secretary of the United States Air Force (SEC–USAF) on 15th October, 2008, states in Chapter 3:

“Command Posts use the OPREP–3s to immediately notify commanders of any significant event or incident that rises to the level of DoD, AF, or MAJCOM interests. Submit the applicable OPREP–3 regardless of whether or not the event is being reported through other channels.”

This is interesting, and we have inadvertently known about it all along. After the closure of the United States Air Force’s (USAF) Project Blue Book, no reporting channels, except the Communications Instructions for Reporting Vital Intelligence Sightings (CIRVIS) system, and the “Air Force Reporting System” (AFOREP) channel, were to be used for UFO reporting in the USA. Even knowledge of those was kept reasonably quiet. As we shall see, there is irrefutable, documented evidence that the AFOREP channel, which contained an early OPREP–3 procedures, has been used to report UFOs to higher commands.

On the night of May 14, 1978, the United States Navy’s (USN) Pinecastle Electronic Warfare Range, in Florida, endured a very unusual incident. A UFO was both visually sighted and tracked by primary radar. It was reported as displaying red, green, and white lights, and was accompanied by no sound. Also, the UFO apparently took evasive action when there was an attempt to lock radar on the object. When records relating to the case were released under the Freedom of Information Act (FOIA), even the Public Affairs officer, N. P. Young, stationed at Jacksonville Naval Air Station (NAS Jacksonville), who processed the records, had this to say about the incident:

“I have never been a believer in UFOs, but I assure you I am convinced that a number of people witnessed an unexplainable event that night.”.

Five pages of records were released relating to the incident, including a two page telex sent from NAS Jacksonville to the Commander–in–Chief of the USN’s Atlantic Fleet (CINCLANFLT) at Norfolk, Virginia. Classified CONFIDENTIAL, one line states:

“NAS JACKSONVILLE /OPREP–3 NAVY BLUE 1718002 MAY 78/006”

Note the term “OPREP–3”. Further, beneath this line, the telex reads:

“REPORTS OF UFO DISPLAYING RED, GREEN AND WHITE LIGHTS”

Two more lines down the telex states:

“INITIAL REPORTED UFO SIGHTING BY TWO UNIDENTIFIED CIVILIANS”

Note the term “UFO” is openly used here. This is indisputable proof that a UFO event, of some sort, caused the sending of an OPREP–3 to the CINCLANFLT. I have imaged the page above, top.

Retired Colonels will share UFO experiences and thoughts on government involvement at UFO conference in February

The U.S. military claims to no longer investigate UFO sightings. That does not mean that there is no interest, nor does it mean UFOs are not being seen by military personnel. Two former Colonels have been researching this phenomenon for decades. One was a witness to the UK’s most famous mass-UFO sighting, and the other worked in intelligence and, along with colleagues, made inquiries as to what the government really knows about UFOs. He has since had his own sightings, and believes a number of strange phenomenon are associated with UFO experiences. Both will be sharing their insight into these topics at the International UFO Congress in Fountain Hills next month.

Retired U.S. Air Force Colonel Charles Halt was the deputy base commander at RAF (Royal Air Force) Woodbridge on December 27, 1980 when strange lights were witnessed by base security in the early morning hours. The lights were over the Rendlesham Forest in Suffolk, England. Woodbridge, along with her sister base, RAF Bentwaters, on the other side of the forest, were both on lease to the U.S. Air Force.

Base security police were allowed to leave the gate and investigate. They returned saying they had seen unusual lights, and a triangular shaped craft that hovered over a field before raising into the sky above tree level and darting off into the night sky.

Halt was skeptical of the claims, even though the next day, impressions were found in the field where the craft was seen, along with elevated levels of radiation. That night, in the early morning of December 30, the lights were seen again. This time, Halt wanted to see them for himself. He took a group of men out into the field, and what they encountered was spectacular.

In a memo Halt sent to the UK Ministry of Defence (MoD), Halt wrote: “red sun-like light was seen through the trees.” He then described the object breaking into five white objects before disappearing. According to the memo, soon after, “three star-like objects” were seen in the night sky. They changed color and moved erratically. They also beamed a light down periodically. These objects were seen by Halt and others, and were in the area for two or three hours.

Halt had no intention of discussing the event with the public, but once his memo and an audio recording of Halt and his men in the field were leaked, the media sought him out. He has been asked to discuss the event in public ever since. In an effort to maintain the integrity of the sighting, Halt has sought to keep the facts straight. He has also begun to suspect the government knows more about UFOs than they are sharing.

Retired Army Colonel John Alexander feels differently. Assuming the government did know more than they were willing to admit, Alexander, a former intelligence officer, gathered colleagues to seek out the secret holders. What he says he discovered was less akin to a conspiracy, and more akin to bureaucratic bumbling. However, he is convinced there is a real mystery when it comes to UFOs.

In fact, Col. Alexander has seen a UFO, and he feels a number of paranormal experience are related to his UFO encounter. This will be the subject of his presentation on Friday, February 17, at the International UFO Congress.

Col. Halt will also be discussing his experiences, on Saturday, February 18, and both men will be joining other UFO researchers on a panel regarding UFOs and the government which will also be held on Friday.
